The fourth meeting of the Working Group on "Introducing a Performance-Based Financing System in the Environmental Sector," established by a joint decree of the Minister of Finance and the Minister of Environment and Climate Change, took place on September 24, 2026, at the Khaan Hall of the Ministry of Environment and Climate Change.
During the meeting, participants discussed the progress of initiatives aimed at fulfilling the Government's commitments under the Eternal Mongolia programme, as well as planned next steps and pending issues requiring resolution. Presentations were also delivered on the methodology and preliminary calculations for determining the base operating costs of protected area administrations, along with the 2027 work plan and expected outcomes of the performance-based financing advisory team, followed by an exchange of views among the working group members.
Following the discussions, the working group members agreed on the necessity to continue the work of the advisory team, which provides professional and methodological support for the introduction of the performance-based financing system in the environmental sector.
Furthermore, to build a unified understanding of the performance-based financing system, enhance stakeholder participation, and align future implementation, a directive was issued to organize two consultation seminars. The first consultation is planned for relevant specialists at the Ministry of Environment and Climate Change, while the second will involve the members of the working group.
